This is the card of frugality and stability. Sometimes called “The Miser,” this card indicates that someone (perhaps the querent) is concentrating hard on what they have gained. They are immersed in the material world, and they want to hold onto their possessions. Note that this card is merely the fourth in the series; they may be trying to establish a foundation on gained resources, even if much of the journey is still in potentia.

When reversed, the Miser has been put in a position where the stability they seek is not possible. They cannot keep the foundation or grip on their resources that they are looking for. They may have let go of the resources willingly, or circumstances may be preventing them from finding stability.
